This is propaganda because it responds to audience needs. In Hong Kong, general public view being slim and white as being beautiful. Therefore to boost sales, these weight loss centers promote their programs with advertisements made by slim and white women. It tries to promote people an idea which being slim and white are equivalent to being beautiful.

It is harmful since it influences the cultural value of Hong Kong negatively. People are influenced by these beauty advertisements. Therefore they try different methods to become slim and white, no matter they are healthy or unhealthy methods. In order to become slim and "beautiful" in a short period of time, people may use unhealthy methods such as taking losing weight pills, dieting, joining weight losing programs which may harm their body.
