Context
This cartoon depicts Barack Obama as a chef or someone who's serving food, but the bowl he's serving out of shows that it's an empty bowl that says "EMPTY PROMISES". As the bowl says this on the front, Obama says "Who wants seconds?" inadvertently saying that he's already served empty promises once before.

This is propaganda because it's attacking Obama's character. It's trying to be spread that you'll get empty promises from Obama and that he'll continue to give or offer more empty promises, which seems to be implied by him because he asks, "Who wants seconds?"
